That's the way Medicaid was set up to make sure it's a shared program so states would monitor it, not provide benefits to ineligible individuals. With Medicaid expansion, they love signing up ineligible because they actually make money out, they tax it. That's one of the gimmicks, one of the legal forms of fraud in Medicaid.
