Companies need long term assurances that this incentive will be there for all 10 years of its development. I'm concerned that a short renewal period will not create the proper incentive. The free market provides an awful lot of incentives. Doctors themselves want to create the cures. I'm not sure government is going to be able to dictate a proper incentive better than what the free market actually does. (27:25–27:32)
