Well, FDR learned how to turn the federal fisc into basically buying votes, did it very successfully. So by beginning of World War II, after a decade of the New Deal, Federal government went from 3.5% to about 11.7% [of GDP] during the New Deal. war, we actually hit 41%. But we had responsible leadership back then realized we couldn't maintain spending at wartime levels. So they went down back to lower than Pre war levels, 11.4%. (07:37–07:50)
