The problem with the Senate version is it was going to spend about $260 billion on welfare benefits to non US citizens. We can't afford the benefits we've already promised, much less offer more. And Even according to CBO, it only stopped 30 to 50% of illegal immigration. So it didn't solve the problem. And it was comprehensive. And that would be a word that I would just kind of take out of our vocabulary here in Washington, D.C. we don't do comprehensive very well. (34:20–34:25)
