They can buy the bonds on the open market. Oftentimes they discount, retire them. Then we save money on interest. And so if you take all of Florida's debt … We've retired more than half of [Florida's debt since statehood] just since I've been governor. … going with this budget. But what you do do is you save. We've saved hundreds of millions of dollars in interest costs that we now don't have to pay because we're doing that early. (01:33–01:34)
