The legislature did not want to act at that time on that issue. So we did a lot from a regulatory perspective. And actually We've had a lot of success on the regulatory side. There's always room for improvement, but that was always the goal. So this is important. Most certainly, the regulations also add to the cost. (28:28–28:31)
