Because it's obviously a formula that's been around for a long, long time that represented a different West Virginia, at least from a population perspective, where the population sits. So the answer is absolutely yes. We think it's important that the dollars that are provided are as far as focused as possible on our teachers and improving the pay of our teachers. And I still think there's administrative bloat that could be cut, and we want to work to do that. So it's a complex issue because we have different parts of our state that are growing in population.
