I am optimistic we're going to get this done in the next legislative session, make meaningful progress to keep our kids in West Virginia. The fact is that We're shipping so many kids out of state and we're paying so much more than the average kid because we're sending them to faraway places. because we haven't had the infrastructure in state to be able to deal with that.
