Those who may remember at the beginning of my term I talked about the danger of when you have one time money that you're using for base building. It could be a real big problem. Well, that's part of what happened here. The emergency spending levels created a big structural deficit. And quite frankly, we had these silos operating within Human Services that led to inadequate oversight of the TANF budget. So we're obviously looking to fix that. (17:02–17:07)
