It could be a real big problem. Well, that's part of what happened here. The emergency spending levels created a big structural deficit. And quite frankly, We had these silos operating within Human Services that led to inadequate oversight of the TANF budget. So we're obviously looking to fix that. Tanf, as many people know, is the Temporary Assistance Program for Needy Families. Now we know it does a lot of very important things. (16:03–16:12)
