We see this predominantly in the trawl fleet, and what they've been doing is some bad actors in that fleet that have sort of run up the scales, and We need to make sure that we have adequate representation that represents the diversity of user groups on the North Pacific fishery management council. I think that's important as well, so that every user group is properly represented and has a voice at the table when these policies are being determined in terms of what the bycatch thresholds should be.
