But there are a handful of other scattered authorities throughout the Constitution, including the one that's most relevant here, and that's the one found in Article 1, Section 4, Clause 1 of the Constitution gives us the authority to establish rules and regulations specific to the election of federal officials, namely U.S. senators and U.S. representatives.
