Obviously, from the standpoint of the way Congress interfaces with the administration when it comes to Article 1 versus Article 2 and Declarations of war, I don't think there's any question Congress is responsible for declaring war. But as you alluded to, it hasn't been done since 1942. We've been engaged in Korea and Vietnam. We've had the Gulf War, we've had the Iraq War, Afghanistan War. Obviously we have had numerous actions taken. (23:41–23:50)
