I think that's a perfect example and we should look at that statewide, not just in Milwaukee. Right now, the only real tool local governments have are property taxes and fees. The rest of the money, which, like The income tax and the sales tax basically goes to state government. And then local governments wait for some of that to come back through shared revenue.
