That is really the very first step and there is more we need to do, but looking at use of force policies, making sure that police officers who do commit abuses can't just move to another department and not have that follow them. Banning choke holds and no knock warrants [are basic things we should do]. These are basic things that even many of the members of our law enforcement community agree on.
