One of the things we want to look at is more block granting to states so that governors or state superintendents can spend that money where they, where they think is most needed. We just signed the first ever waiver with the governor of Iowa, Governor Reynolds, that combined four grants, four different streams into one. And she could take that money and spend it where she believes that it needs to be spent, whether that is in teacher funding, teacher education, special programs for teachers. (10:33–10:44)
