It is a pass through, if you will, a channel for money that is appropriated through Congress to come through the Department of Education and then to be funneled back out. Now, Some of it that's formulaically driven goes directly to states and some comes through the Department of Education for grant competitions. if you will. And that's what I was talking about a little bit more with governors being able to consolidate some of those grants and use that money, more how they would like to do it. (20:10–20:20)
