It's when young people are then arrested and are then part of the criminal justice system, are on probation, that those services are supposed to be provided and the funding is there. There's tens of millions of dollars still sitting at the state level that hasn't been deployed. And it's frustrating for me. And so if we have to take it into our own hands and figure out how to spend it ourselves, we will. (11:21–11:27)
