Together, we are increasing funds for FEA grants so more Pennsylvania students can get financial aid and afford to go to college if that's the path they so choose. And for youngest students, this budget invests in something known as structured literacy, which puts a renewed emphasis on teaching them to read well and training our teachers to teach them how to read effectively.
