I think that's, that that's a problem. Especially in places where there's not a ton of property value. It's really putting a burden on local property taxpayers. The three legged stool, the formula that you oftentimes hear about at the state level was really something that was built in the 1970s. It was modified in the 1990s where it locked a lot of school districts in and it really hasn't modified much since. (06:13–06:21)
