The people of Wisconsin took away the legislature's power to do the very thing that they did in that bill. Article 4, Section 24 of our Constitution says Legislature may not authorize gambling in any form. Certainly this bill is an authorization of a form of gambling. That's the very reason that they passed it and so they had no authority to do it. The gaming compact now needs to be renegotiated with the tribes, and the final agreement would require approval from the Department of interior. (09:13–09:17)
