Last week we spoke to the Wisconsin Institute, Law or Liberty, who have long called this legislation unconstitutional. The people of Wisconsin took away the legislature's power to do the very thing that they did in that bill. Article 4, Section 24 of our Constitution says Legislature may not authorize gambling in any form. Certainly this bill is an authorization of a form of gambling. That's the very reason that they passed it and so they had no authority to do it. (09:06–09:14)
