They're sitting in wealthy people's yards. Poor people helped pay the taxes that provided those tax breaks on those. So that's why you call it regressive. It's regressive. And same with solar panels. The net metering program is one of the most regressive programs I have ever seen implemented in Vermont. It has cost Vermonters hundreds of millions of Dollars. The majority of that has gone to wealthy energy developers and poor people, middle class people, working class people, businesses. (46:47–46:54)
