We need to flush a certain amount of water into the delta to keep this all back. We need to pump that water back out of the delta at the right place and time. The delta water tunnel doesn't create any water, and it's going to cost a ton of money. We should be building more dams, raising more dams, and there are a lot of down to earth recharge basins, levy improvements, flood control and storage assets that we can put in a lot of the irrigation districts throughout the state.
