With the end of the Cold War, there was obviously a dramatic drop off in terms of tonnage. The shipyards shrunk significantly in terms of its workforce. The electric boat shipyard, which is in my district, went from a workforce of roughly about 26,000 down to 7,000. at this low ebb of production. Back when I first came into Congress, we started to kind of jumpstart the Virginia class program, which was kind of limping along at one sub per year to get up to two subs. (14:47–14:55)
