Since I took office, I balanced the budget eight straight years in a row and Moody's S and P and Fitch started giving us credit upgrades. Didn't just start, we've now gotten 10 credit upgrades in a row and we expect more. Our state pension funded ratio, this is important, has increased from about 39% when I took office to 50%. Are we celebrating? No, but it's progress. I also consolidated 649 small downstate fire and police pension funds, which has alleviated some of the upward pressure on local property taxes.
