You cannot build a reliable secure semiconductor supply chain in regions where cartel violence creates operational risk, corrupts institutions and undermines rule of law. The security environment in Mexico is not a separate issue from economic opportunity. It is a condition of it. That's why I've pushed for deeper security cooperation with Mexico, including more serious conversation about how we treat cartel violence as a national security issue on both sides of the border, not just a law enforcement matter.
