We're here because For the first time since 1982, a president is not in negotiations with the Soviet Union or Russia on nuclear arms control. Ronald Reagan pulled out of every treaty he stopped negotiating. And that's why Congressman Silvio Conti, a Republican, and I, along with Senator Ted Kennedy and Senator Mark Hatfield, a Republican, introduced the nuclear freeze resolution in March of 1982.
