You know, last session we had a city who wanted to try and shut down fracking. They believed the city had the right to regulate the oil and gas industry. You know, Texas has been in charge of oil and gas under the Constitution. We had a railroad commission for forever. But, you know, the Texas Municipal and some of these cities believe, no, no, no, each and every city needs to be in charge of that. (16:52–16:56)
