For fiscal year 26, we asked for agile funding in only three high risk electronic warfare, UAS and counter UAS. Less than 1% of the budget. Do you know what happened? We got more oversight. Instead, we are asking for flexible funding on 1% of the budget so we can prove that this is the right thing for the Army. Oversight is constitutional. It is the right thing to do. But so is enabling soldiers. We need both. Because for soldiers, this simple ask translates to life or death on the battlefield. (21:28–21:38)
