That's correct. I mean, I think that's that happens regularly. You know, I think the budget from my perspective is a moral document. It reflects the values of the state. Last session I voted against the budget because I didn't think that it fulfilled the needs of our state in terms of public education, higher education, Medicaid and as well as higher income institutions, especially community colleges. They really didn't get a good deal last session. The universities did a lot better. But you know, I think we're in this situation because of last year's budget. (08:03–08:17)
