My organization that I'm the national president of Democratic Municipal Officials is a big proponent of the National Infrastructure bank, where the Congress would set up a bank that municipalities could borrow from at zero or very low interest. We actually have something like that in Wisconsin, but it's limited. The Wisconsin Environmental Improvement Fund provides low cost borrowing for water, sewer and stormwater projects. Would you be in favor of expanding that into a broader state infrastructure fund that could also help finance roads, bridges, street lighting and other municipal capital improvements at below market rates?
