It's probably close to 40% of what our taxpayers are paying every year. There are some ways for us to be able to borrow more cheaply than going out on the open market. My organization that I'm the national president of Democratic Municipal Officials is a big proponent of the National Infrastructure bank. where the Congress would set up a bank that municipalities could borrow from at zero or very low interest. We actually have something like that in Wisconsin, but it's limited. (10:18–10:25)
