And you know, one, there's a fundamental reason for that. Legislatures hold public hearings. They announce a bill that's being proposed and members of the public can come and be heard on that. And Legislators, if most of them are elected for two year terms, if you don't think they're reflecting the will of the voters in their district, they can be thrown out in two years. And they represent small districts where it's a smaller group of people, you can run against them. Judges don't have public hearings. We don't gauge the will of the voters. (55:10–55:21)
