It's wrong that they're sitting warehoused for that. That's something we need to address. But deeper than that, look at the reason why so many of them there, like I talked about, It's mental health problems, it's substance abuse disorder. We need to do a better job recognizing those problems when they're small. and having some resources to deal with them before it becomes a big problem.
