To the people of the town of Campbell and those that unfortunately cannot go to their tap, turn on and drink the water. Think about that. In the town of Campbell right now, we have residents that have been drinking bottled water for nearly four years. That cannot last. That should not last. But I want to comment on that bill. I'll tell you why I didn't vote for that bill. Because the bill does not hold polluters accountable. (22:04–22:10)
