There are a lot of agencies it's important to look at. NYPD is certainly at the top of my list. There was not a hiring freeze at the NYPD last year. We hired more police officers even as we had a freeze on teachers and sanitation workers and parks workers. And that did not make sense. The $11 billion we're spending on policing, we're not getting our money's worth. So that's one area I would like to take a good hard look at. (21:02–21:10)
