Maybe in the first year, I think first Adams year, they added some to reserves but did not add anything last year. And the current proposal adds nothing to that. We estimate that what's in the reserves right now would be enough only for less than half of an average recession. Average recession, when it hits, lasts about three years. And so the target amount that we propose would be enough to get you through the average recession without having to resort to decimating layoffs and service cuts. (32:42–32:53)
