Well, I was hoping, at least when I was there, I was in favor of some kind of reform where I think there's a way to design a new rule where you could have robust debate. Because The filibuster today isn't really at all Senators getting on the floor and talking against legislation or speaking in favor of legislation. That hasn't happened in a long time, maybe decades. Today the filibuster is just the invocation by one side that this particular vote will be 60 votes. (07:20–07:31)
