So I think there's a way to continue to empower the minority which is kind of the reason for having 60 votes, that you have consensus in the Senate. But I think often major legislation is thwarted. For example, Common sense gun reform, background checks that are supported and have been supported by 80% or more of the American people... have been thwarted because it can get, say, 55 votes or 56 and not 60. not 60.
