Yes, it's definitely not a technology problem anymore. This is really a cultural problem. Last year, we did an RFI actually asking the industry, why isn't this working? We've done regulation for 20 years, we've done $30 billion of incentive payments, we've had information blocking and created HIE IS and TEFCA QINs. and we've done all of this stuff. But still you can find pockets of success. But by and large, the data just doesn't move the way it should. (14:18–14:29)
