We're obviously not in the White House. Using legislation is extremely difficult. There are only a few opportunities to legislate fixes to the problem you described to provide some predictability. And right now The only leverage we have is in this shutdown fight where they need our votes. And so that is why we're trying to include language in the bill to provide some predictability so that when we do get funding streams that we can be confident that they will continue and won't be curtailed arbitrarily.
