Where, look, I'm somebody who believes in the public sector. I believe in regulation. I also believe that if I can't give you the reason for the regulation, then it has no reason to exist. I cannot justify a restaurant giving the city every year $25 for the right to sell a frozen dessert. That doesn't make sense to me. That is something that should be eliminated.
