The reality is the House has finished its work. We passed a bill, we sent it to the Senate. It was a bill the Senate had agreed to pass. Then they changed. Senate Democrats changed their mind. Remember, you have to get to 60 votes in the Senate. We only have 53 Republicans, so we have some Democratic support.
