The convergence of challenges from China, Russia, North Korea and Iran demands that we all work together with a level of seriousness and urgency that frankly has not always characterized our defense debates in recent years. On the budget, I firmly believe that Adequate and stable defense funding is a national imperative. And yet funding alone is not enough.
