It takes a long time to figure out what we're going to do with offenders. And so there's not an easy solution. But Definitely Waupun and Green Bay need to be replaced. Green Bay is terrible. You're talking wild west type prison, just like Tony said, the old movies. And it's overcrowded and there's some issues, but the vacancy rates have come way down as far as staffing. (26:25–26:29)
