It hasn't been an answer to anything since 1953 and it's not an answer to anything now. And that's why I support this resolution. We should not be at war without a vote of Congress. Even if there were such a vote, I would vote against it. But if it were to pass this body and be signed by the President, I would then drop my complaint that the war is illegal. (13:09–13:12)
