The effect of the filibuster is because we have a 53 vote majority of Republicans, You cannot take up major legislation in the Senate unless you get seven Democrats to support us. So the bulk of of the mandate from the voters, things like securing the border, they're not going to get seven votes from Democrats. So we can't get it done through ordinary legislation.
