And, and, and to get technical for a second, there are three different ways to, to list terrorist groups. Congress can do it through the Anti terrorism Act of 1987, which is how the PLO is listed. The State Department can do it by labeling a group as a foreign terrorist organization. or the Treasury Department can do it by labeling a group what is called a specially designated global terrorist.
