Look, Stephen, I'm actually quite optimistic. I believe we're going to get this done in the Senate. For any legislation to move, it has to be bipartisan. The Senate rules require 60 votes. There are only 50 Republicans. That means you need a minimum of seven Democrats. My hope is for this bill to get a lot more than 60 votes. I'd like to see it come out of the Senate with an overwhelming bipartisan vote because that would give it a lot of momentum in the House. (04:09–04:18)
